New Delhi. ED has attached 145 immovable properties including agricultural lands (more than 100 acres), Commercial lands and buildings etc, worth approx.
Rs. 122 Crore situated at Gurugram, Faridabad, Sonipat, Karnal, Yamuna Nagar, Chandigarh, Panchkula and other districts of Punjab and Haryana, belonging to Dilbag Singh (Ex MLA, Yamunanagar), Surender Panwar (MLA Sonipat), Inderpal Singh, Manoj Wadhwa, Kulwinder Singh (PS Build tech), Angad Singh
Makkar, Bhupinder Singh and their associates in illegal mining case under the provisions of Prevention of Money Laundering Act (PMLA), 2002. All these properties are registered in the name of persons and entities, running a syndicate managed and controlled by Dilbag Singh & Surender Panwar, indulged in
large-scale illegal mining of sand, boulder & gravels prevalent in Yamuna Nagar & adjacent Districts of Haryana.
ED initiated investigation on the basis of multiple FIRs registered by Haryana Police under various sections of IPC, 1860 and Environment Protection Act, 1986 related to illegal mining of sand, Boulder Gravel and Boulder-Gravel-Sand in District Yamuna Nagar against various mining lease holder companies namely M/s Mubarikpur Royalty Company, M/s Development Strategies (India) Pvt Ltd, M/s Delhi Royalty Company, M/s JSM Foods Pvt Ltd and M/s PS Buildtech, also against various Screening Plants & Stone Crushers and associated persons.
ED investigation reveals that the total Proceeds of Crime (PoC) generated out of this illegal mining activities in this case is estimated to be more than Rs. 300 Crore. The act of illegal excavation and sale of minerals (boulder, gravel and sand) was done by the above five mining contractors of Yamuna Nagar District. This was done through illegal transportation of the mined minerals without generating the requisite e-Rawana bills from the Mining Department portal, or by production of fake physical copies of the e-Rawana bills. Cash generated from these illegal activities were distributed amongst these members being beneficiaries of the mining entities.
Earlier ED had conducted search in the matter & had arrested Dilbag Singh, Kulwinder Singh & Surender Panwar u/s 19 of PMLA, 2002. During ED investigation, 145 immovable properties in the name of the above persons and their associates were found which have been attached worth Rs. 122 Crore (approx.).
