Jammu. Nation got independence in 1947 but it took more than 70 years to provide benefits of independence to citizens of Jammu and Kashmir. It was not either due to difficult topography or terrorism, but main reason behind this is article 370 and 35-A, which played a vital role in sowing the seed of separatism/terrorism very deep and strong.
It’s a gospel truth that darkness didn’t remain for forever and one day sun will arise. After 70 years on 5th August, 2019 sun rises when HM tabled bill in parliament to scarp art 35-A and amending un-relevant sections of article 370. More than 20 percent of JK population belong to SC/ST class. More than 13 percent fall in below poverty line.
More than 40 percent didn’t get basic amenities like drinking water, electricity, houses. From 70 years the families of Valmiki Samaj who brought in Jammu by Mahajara have no right to vote in state/local body elections. They can’t apply for jobs in JK and are forced to perform menial jobs. Brutality didn’t end here from 70 years master’s didn’t bother to create a commission for their welfare Woman marrying outside the state of Jammu Kashmir loose their rights Forest dweller’s have no right to collect the minor produce from the forest they live in. Even the successive governments didn’t even try to bring law on minimum age for marriages. Not only this there is no legal protection for woman at work places. No political reservation for SC/ST and woman. No health insurance for downtrodden section of society. Centre laws and scheme’s often didn’t apply in Jammu Kashmir. Electricity took more than 70 years to reach Machial sector in Kupwara, Kashmir. Even some villages in vincity Ramnagar area of Udhampur are unelectrified, but now it has been changed.
Reservation provided to SC /ST and woman, Valmiki Samaj get its rights, now they can apply for govt jobs. Minimum age for marriage act applied in JK, Forest act applied in JK, Forest dweller’s get their rights now they can collect minor produce from forests in addition to this they get ownership rights of 4 acre, not only for woman but also their children who married outside Jammu Kashmir, their rights are secured.
Paharis got 4 percent reservation in govt jobs. Electricity reached Machail sector in kupwara. 73rd and 74th, amendment implemented in Jammu Kashmir to provide good governance and strengthening democracy at grass root level. It’s just a start to provide justice to marginalized section of society. After breaking 70 years old tree of separatism, seeds of tree of development was sowed just an year before. It will bear wonderful fruits for downtrodden section of society.
