NIA filed First Supplementary Charge-Sheet in the case pertaining to Human Trafficking in the guise of running Placement Agencies before the NIA Special Court, Ranchi against accused (i) Panna Lal Mahto @ Panna Lal Ganjhu @ Panna Lal (ii) Sunita Devi @ Sunita Kumari @ Sunita (absconding) (iii) Gopal Oraon @ Gopal and (iv) Shiv Shankar Ganjhu @ Shivshankar Mahto @ Shankar u/s 120B, 363, 370(2)(3)(4)(5), 370A, 371, 374, 376, 420 & 34 of Indian Penal Code, Sections 06 & 12 r/w section 25 of Inter- State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 and Section 79 of the Juvenile Justice (Care and Protection) Act, 2015.
The case was initially registered at PS-AHTU, District Khunti, Jharkhand on 19.07.2019 in which the accused Panna Lal Mahto, aged about 37 Years, s/o late Choyta Ganjhu, r/o village Ganaloya, PS Murhu, District Khunti, Jharkahnd and was arrested for running a Human Trafficking network in Jharkhand and New Delhi. NIA had taken over the investigation on 13.06.2020 after re-registering the case. During investigation, it was revealed that Panna Lal Mahto, the kingpin of human trafficking racket, along with his wife, Sunita Devi, was operating a Human Trafficking network in the guise of six Placement Agencies in Delhi. They used to traffic poor and innocent minor boy and girls from Jharkhand on the pretext of providing them jobs in Delhi and neighboring states. However, the victims were exploited and were never paid the promised remunerations.
During investigation, two other accused viz. Gopal Oraon @ Gopal and Shiv Shankar Ganjhu @ Shiv Shankar Mahto @ Shankar, both r/o Khunti district, Jharkhand were arrested. Both were close associates of the kingpin Panna Lal Mahto , and were actively involved in trafficking vulnerable persons from Jharkhand. Investigation has also revealed that both were owners of three Placement Agencies in Delhi, involved in human trafficking racket.
Another accused Sunita Devi @ Sunita Kumari @ Sunita, wife of arrested accused Pana Lal Mahto, is absconding. In order to unveil the racket, twenty-two victims have been identified, rescued and examined till now.
